If a creature places far more entrances than the most authorized, the oldest burrow and exit will be replaced. A creature simply cannot spot a burrow entrance inside of its personal burrow or inside somebody else's burrow. There is a 3 2nd cooldown between getting into and exiting burrows, not which include entering right after its First placement.
